The municipality's educational institutions provide non-formal pre-school and compulsory pre-primary education in the mother tongue, considering each child's experience, abilities, and educational needs. Pre-primary education shall be provided when a child reaches the age of 5 years by 30 April of the calendar year in question. It may be provided later by decision of the parents/guardians, but not later than the child reaches the age of 6 years in that calendar year.
Applications for pre-school and pre-primary education groups of the Ministry of Education, Science and Sport of the Republic of Lithuania and Vilnius District Municipality educational institutions operating in the territory of Vilnius District Municipality shall be submitted centrally through the information system for informing resident:

Parents/guardians who are not able to submit their application electronically in the information system submit a signed application by e-mail, registered mail or fill in the application form at the Municipality (Rinktinės St. 50, Vilnius).

It should be noted that the fee for meeting children's educational needs (for the purchase of equipment, events, inventory and other means related to the organisation of the educational process) in the educational institutions of Vilnius District Municipality implementing pre-school and pre-primary education programmes is one of the lowest in the country, amounting to EUR 0.43 for each day of the month (excluding Saturdays, Sundays and public holidays). The Vilnius District Municipality reimburses 30% of the fee for children's meals in educational institutions implementing pre-school and pre-primary education programmes with a duration of more than 4 hours to all parents, regardless of their social status. In addition, the Municipality provides additional reductions of between 50% and 100% of the cost of child maintenance for parents, depending on their social situation and other reasons.
